कुछ सनकी डॉक्टरों के हवाले कल्याण रेलवे हॉस्पिटल!

क्वारंटीन स्टाफ और अन्य ड्यूटी स्टाफ से लिया जा रहा रहा खाने का पैसा, सेनिटाइजर का भी उचित इंतजाम नहीं

कोरोना वायरस की रोकथाम के लिए कल्याण रेलवे हॉस्पिटल सक्षम नहीं है। यहां की स्थिति काफी गम्भीर है। बदइंतजामी का शिकार इस हॉस्पिटल का इंतजाम कुछ सनकी डॉक्टरों के हवाले छोड़ दिया गया है। लाख कोशिशों के बावजूद भी यहां के प्रशासनिक अधिकारी स्टाफ की समस्याओं की गंभीरता को नहीं समझ रहे हैं।

इससे पहले भी लिखा जा चुका है कि कोविद19 से बचाव की तैयारी के लिए जो फंड यहां दिया गया था, उससे 80 हजार रुपए खर्च करके एक बाईपेप मशीन खरीद ली गई, जिसका फिलहाल कोई उपयोग नहीं होना था। तथापि इस पर रेल प्रशासन द्वारा कोई उचित संज्ञान नहीं लिया गया।

प्राप्त जानकारी के अनुसार आइसोलेशन वार्ड बनाने हेतु भी कर्मचारियों से पैसा मांगा जा रहा है। पुराने कोविद केसेस के संपर्क में आए हुए डॉक्टर और नर्सिंग स्टाफ, जिनको क्वारंटीन किया गया है, से खाने और नास्ते का पैसा वसूल किया जा रहा है।

स्टाफ का कहना है कि केंद्रीय स्वास्थ मंत्रालय के निर्देशानुसार आइसोलेशन वार्ड बनाते समय निर्धारित मापदंड अपनाने के बजाय हॉस्पिटल प्रशासन यूनियनों और यहां कार्यरत पैरामेडिकल स्टाफ के अनुरोध को बिल्कुल ठुकराकर अपनी मनमानी कर रहा है।

यहां कार्यरत नर्सिंग एवं अन्य पैरामेडिकल स्टाफ भय और चिंताग्रस्त है। वह प्रॉपर और अलग-अलग पीपीई किट, दस्ताने एवं अन्य मेडिकल सुरक्षा सामग्री के बिना कैसे मरीजों की देखभाल करे, उसे समझ में नहीं रहा है।

जब तक उन्हें स्वरक्षा के लिए उचित सामग्री उपलब्ध नहीं कराई जाएगी, तब तक वे कैसे अपना कर्तव्य निभा पाएंगे, यह एक बड़ा सवाल है। यह सब वह किसको बताएं, कोई सुनने वाला नहीं है। सब राम भरोसे छोड़ दिया गया है।

ऐसे में कल्याण रेलवे हॉस्पिटल के एक कर्मचारी ने हॉस्पिटल की प्रशासनिक व्यवस्था और यहां हो रही अंधेरगर्दी के बारे में विस्तृत जानकारी देते हुए जो पत्र नेशनल रेलवे मजदूर यूनियन (एनआरएमयू) के जनरल सेक्रेटरी वेणु पी. नायर को लिखा है, उसकी एक प्रति कानाफूसी.कॉम को भी अपने सूत्रों से प्राप्त हुई है।

On the occasion of converting Railway Hospital, Kalyan for COVID19 treatment

Please do consider the following matters-

The 2nd floor of Kalyan Railway Hospital is set-up for Covid19 treatment but there is no other alternative for the patient who are already effected in the same hospital.

They are using the same entrance, corridor and lift. The casualty and operation theatre, and also ICU is working in the ground and 1st floor respectively.

It may not be advisable to admit the patients for other diseases especially cases related to delivery. So, as soon as possible to relief the other patients from here is very important.

After converting Kalyan Railway Hospital completely for Covid19 treatment, it is not advisable for the railway staff to consult railway hospital at the time of emergency. So, it is necessary to maintain a tie-up with any of the nearest hospital.

There is no proper provision of PPE kit for the staff who are going to check the quarantine patients.

The staff who are cleaning the quarantine room/ward are wearing a simple surgical gown.

PPE, Gloves and Face shield should be provided individually for each and every staff who are serving the Covid19 patients.

Sanitizer and gloves should be provided in a sufficient quantity.

At the time of implementation of ventilator system, an experienced staff should be accompany the system including doctors.

The staff who are the incharge should co-operate with other staff that will help to boost the substrate morale.

The staff who are more than 50 years old of age and the people with pre-existing medical conditions – such as asthma, diabetes, heart decease etc – should not be accompany for Covid19 duty.

A special roaster duty should be implemented for such staffs. Once PPE kit wore, they are unable to pursue their daily needs, even that of drinking water. So, the rotation in specified intervals is necessary, i.e. 4 hrs or 6 hrs duty is preferable.

The staff who have been quarantine due to treating undetected Covid19 patients are asked to pay for their food provided at the hospital.

Even the staff who are gonna stay in the hospital premises ordered to be available 24 hrs in case of need for the Covid19 patients are also asked to pay for their food.

(This issue must be brought to notice to the concerned higher authorities as soon as possible.)

The staff who have been appointed for the Covid19 and who are going to stay in nearby premises of hospital are asked to pay Rs. 500 by each doctors, nurses and other paramedical staff for providing two washing machines for their needs.
