डॉक्टरों की जुगाड़ पोस्टिंग और लंबे समय तक एक ही जगह पदस्थ रहने से हुआ रेलवे मेडिकल विभाग का कबाड़ा

अब जब एलआईसी से कर्मियों का बीमा हो गया है तो मेडिकल डिपार्टमेंट को खत्म करके सभी रेल अस्पताल स्थापनाओं को निजी हाथों में सौंप दिया जाना चाहिए, क्योंकि वैसे भी अब रेलवे के डॉक्टर्स केवल रेफरल कर रहे हैं और उसमें भी उनका कमीशन तथा दलाली का धंधा चल रहा है!

कल्याण: #PCMD, #MD, #CHD, #CMS जैसे पदों पर डॉक्टरों की जुगाड़ पोस्टिंग और लंबे समय तक उनका एक ही जगह पदस्थ रहना #रेलवे हेल्थ सर्विस का कबाड़ा करके रख दिया है। उस पर जले में खाज यह कि इन प्रशासनिक पदों से रिटायर होने वाले मेडिकल अफसरों को 5 साल तक सेवा-विस्तार और वहीं क्लीनिकल पोस्टिंग देकर मरीजों के घावों पर नमक छिड़कने का उपक्रम मोदी सरकार ने किया है, जो कि वरिष्ठ होने का लाभ तो उठाते ही हैं, साथ ही लगभग तीन लाख रुपये का प्रतिमाह वेतन और अन्य सभी सुविधाएँ लेकर भी कोई काम नहीं करते! ऊपर से मुश्किल यह कि इनसे काम करने को कहे कौन! क्योंकि वहाँ तो सब इनसे जूनियर होते हैं और कल तक इनके मातहत रह चुके थे!

जानकारों का कहना है कि जितनी जल्दी हो सके उतनी जल्दी मोदी सरकार इन कथित वरिष्ठ डॉक्टरों की पाँच साल की ऐयाशी को खत्म करे, वरना सरकारी/रेलवे हेल्थ सर्विस पूरी तरह चरमराकर बैठ जाएगी। अब जहां तक मंडल रेल अस्पताल कल्याण (#DRHKYN) की दुर्दशा की बात है तो इसका हाल ये है कि मरीजों को साफ-सुथरे लिनेन नहीं दिए जा रहे हैं। मरीजों पर वार्ड की छत का प्लास्टर भरभराकर गिर पड़ता है, अस्पताल में उचित मात्रा में और आवश्यक दवाईयाँ न तो उपलब्ध हैं, और न ही मरीजों को पर्याप्त मात्रा में मिल पा रही हैं।

इस बारे में पूछने पर #CMS ने कहा कि धुलाई कांट्रेक्टर ने टर्नओवर के पेपर जमा नहीं किया है, उसका बिल रुका है, इसलिए उसने धुलाई बंद कर दी थी मगर अब कोई समस्या नहीं है। सीएमएस/कल्याण ने दवाईयों की उपलब्धता के बारे में कोई जानकारी देना उचित नहीं समझा या फिर हड़बड़ी में बताना भूल गए!

कांट्रेक्टर ने भी कहा कि #GST भरना है मगर अस्पताल वाले साहब बिल भुगतान नहीं करेंगे तो हम कहाँ से भरेंगे! इस बात को लगभग तीन हफ्ते हो चुके हैं। हालाँकि जिस दिन ये बात हुई थी, पता चला था कि उसी दिन तत्काल कांट्रेक्टर को लगभग जबरन बुलाकर गंदे लिनेन के गट्ठर उसे सौंपे गए थे। तथापि ताजा जानकारी यह है कि मरीजों को न तो साफ-सुथरे लिनेन मिल रहे हैं, न ही दवाईयाँ!

उल्लेखनीय है कि शायद इसीलिए अब मुंबई मंडल मध्य रेलवे के कर्मचारियों का एलआईसी से जीवन बीमा कराया गया है! जानकारों का कहना है कि अब जब एलआईसी से कर्मियों का बीमा हो गया है तो मेडिकल डिपार्टमेंट को खत्म करके सभी रेल अस्पताल स्थापनाओं को निजी हाथों में सौंप दिया जाना चाहिए, क्योंकि वैसे भी अब रेलवे के डॉक्टर्स केवल सिक-फिट के साथ रेफरल कर रहे हैं और उसमें भी उनका कमीशन तथा दलाली का धंधा जोरों से चल रहा है!

The Condition in Divisional Railway Hospital, Kalyan (#DRHKYN), #MumbaiDivision, #CentralRailway is very poor and the behaviour of zonal health department is also worst, because no one is responding, responsible, accountable.

Mumbai Division of #CentralRailway is the largest division in #IndianRailways and only one Divisional Hospital is at Kalyan. The #DRHKYN has 120 beds and approximately 800 patients are visiting in the #OPD everyday.

There are several problems being faced by the visiting patients i.e. railway employees at Central Railway Divisional Hospital Kalyan, which are as under-

1. Four #Physicians doctors are available at #DRHKYN, but no one was available for OPD on 14.08.2023
2. During 2nd half of the same day no #doctors were available for OPD, causing inconvenience to the patients.
3. Three #Anesthesia doctors are posted in #DRH Kalyan but no one was co-operated with the specialist #Laser doctor called from outside for operation, resulting #operation had to be cancelled and patients suffered for it.
4. One #Skin doctor visiting #DRH Kalyan once in a week looking after large number of skin patients. The visit of skin #doctor should be increased at least minimum two or three days in a week.
5. There is one #Surgeon available at #DRH Kalyan. He is now promoted as #CMS/Admin and always sitting in #CMS chamber, and not looking after the #patients, hence other surgeon to be posted at #DRHKYN to look after the patients.
6. One #Orthopaedic doctor is posted in DRH Kalyan, but looking the large number of patients one more doctor to be posted. Incidentally it is stated that regular #Orthopaedician is posted in #CSMT dispensary and regular #skin doctor is posted in #Thane dispensary. Both the doctors should be posted in DRH Kalyan to ease the situation.
7. TB ward should be kept separately to avoid infection to the other #patients admitted in the adjacent #wards.
8. Oxygen and #Technician availability to the patients should be ensured as in #emergency patients are facing problem.
9. Several patients are visiting DRH Kalyan for the test of #HBV #DNA Quantitative #RTPCR (HBV viral load) but this test is not being done at DRH Kalyan, they are referred to #ZRH Byculla or #JRH MMCT causing very inconvenient to the patient. This test to be ensured at DRH Kalyan.
10. Non-availability of essential medicines such as – Inj. Lactus, Inj. Ryzodeg, Inj. Novarapid, Inj. Effcortin, Inj. Leveracetam, Inj. Augmentin, Tab Ceftum 500mg, Tab Cefixime 200mg, Tab Augmentin 625mg, Tab Ipragest, Tab Budecort, Tab Duolin, Tab Ciplox IV, Tab Oplox IV, Tab Onden Serton 5mg, Tab Brilinta 60mg, Tab Rosuvas 20mg, Tab Olma.H(40+12.5), Tab Rabeprazol 20mg, Tab Nicardia xh 30, Tab Sitagliptin 50mg, Tab Calcium 500mg, Tab Chymoral forte, Tab Vertin 8mg, and many more medicines are not available.

The above written grievances submitted by the office bearers of 4 branches of #NRMU of Kalyan on 15.08.2023 but no improvement seen till date.
