उम्मीद स्मार्ट हेल्थ कार्ड: विसंगतियों को दूर करे रेल प्रशासन!

रेलवे कर्मचारियों, पेंशनरों और उनके ऊपर आश्रित परिवार के सदस्यों को बाधामुक्त मेडिकल सुविधा देने के लिए रेल मंत्रालय (रेलवे बोर्ड) ने “उम्मीद स्मार्ट हेल्थ कार्ड” जारी किया है। रेलवे बोर्ड द्वारा जारी आदेश के अनुसार “उम्मीद कार्ड धारक” देश के किसी भी रेल अस्पताल तथा रेलवे द्वारा नामित किसी भी प्राइवेट अस्पताल में अपना इलाज करा सकता है।

निश्चित रूप से रेल प्रशासन का यह सराहनीय कदम है, लेकिन धरातल पर इसकी वास्तविक स्थिति को भी रेल प्रशासन को देखना चाहिए। इस सुविधा का लाभ उठा रहे अनेक रेल कर्मचारियों का कहना है कि उम्मीद कार्ड लेकर रेलवे अस्पतालों के ओपीडी में जाकर दिखाने में ही पूरा का पूरा दिन निकल जाता है, क्योंकि कार्ड के सारे आंकड़े पहले कंप्यूटर में फीड किए जाते हैं और उसके बाद मेडिकल संबंधी जांच प्रक्रिया शुरू होती है।

रेल कर्मचारियों का सुझाव है कि उम्मीद कार्ड धारक को भारतीय रेल के किसी भी जोन में नामित प्राइवेट अस्पताल में इमरजेंसी की स्थिति में बिना किसी रेफर के तुरंत इलाज की सुविधा मिलनी चाहिए, क्योंकि अभी जो उम्मीद कार्ड धारक हैं उन्हें यदि अपने जोन के अलावा किसी अन्य रेलवे जोन के कॉन्ट्रैक्ट प्राईवेट अस्पताल में इलाज कराना है तो पहले उन्हें अपने जोन के रेलवे अस्पताल से रेफर कराना होगा जो कि सरल इलाज मिलने में सबसे बड़ी बाधा है।

हालांकि रेलवे बोर्ड द्वारा जारी आदेश (पत्र सं. 2018/ट्रांस सेल/हेल्थ/सीजीएचएस, दि. 15.06.2021 के पैरा नं. 11 के अनुसार रेल कर्मचारी भारतीय रेल के किसी भी रेलवे जोन द्वारा नामित देश के किसी भी प्राइवेट अस्पताल में भर्ती हो सकता है। रेल मंत्रालय को इस दिशा में स्पष्ट गाइडलाइन सभी जोनल/डिवीजनल रेलवे अस्पतालों और नामित निजी अस्पतालों को जारी करना चाहिए।

देखें, “उम्मीद” से “नाउम्मीद” हुए एक रिटायर्ड भुक्तभोगी वरिष्ठ रेल अधिकारी (एचओडी) द्वारा प्रस्तुत वास्तविक तथ्य:

1. The umid card issued by MWR – Jaipur, are not being accepted by the panelled hospital in Delhi, on the plea that this hospital is not on NWR panelled hospital.
2. Panelled hospitals are invariably insisting upon advance payments to be deposited, sometimes ranging to Rs. 50,000/-
3. These empanelled hospitals always insist upon getting the approval of Central Hospital within 24 hrs for which the letter of emergency is required to be taken by persons relatives, most of the time there is some lady only in house.
4. The railway hospital sometimes gives approval after following many provisions, or sometimes ask the persons to bring first the approval of the concerned dispensary.
5. All most in all cases the panelled hospital, charges the amount upto the time, if emergency is not approved.
6. Sometimes the Central Hospital does not recognise the letter in hand and insist upon them to ask the panelled hospital to send information on lnternet whereas the said hospital is not inclined to send it on internet.
7. It is not understood, from which hospital approval is required – NWR, Jaipur or NR hospital, Delhi in case a person of NWR is in Delhi or vice-versa. How a person in Delhi can get the approval of Jaipur in 24 hrs?
8. CTSE card totally useless, as the panelled hospitals do not recognise the procedure of internet or otherwise refuse due to non payments of their old dues by railways, or sometimes say their approval has expired and they are waiting for renewal since long.
9. As regards OPD, the problems are being experienced, specially on the requirement of CRN registration everyday, need first be in that Que, then in Que for doctor, then in Que for medicine, some times in 3 Ques for normal window, then special window and local purchase window, and again next day to get the medition from local purchase. If in between you are advised some ECG, X-RAY or anything else has to go in another Ques.
10. If unfortunately you have to go for EAR, EYS, SKIN OR OTHER Surgeon, then you have to undergo in several Ques for each of them seperately. It is just impossible to get such attentions.
11. If you are advised the tests outside, the Labs outside do not give your tests early rather you are given long dates.
12. Earlier the medicines used to be given for 3 months or even more, now these have been limited to only one month for ecomomy. Could not understood how it is economical?
13. There is lot to be done to improve the things in the Railway Hospital Services (RHS).
