If CRB’s suggestions implemented, it will change the face of Indian Railways
It will restore Rlys image with safe, secure & punctual operation of the trains
CRB invited suggestions on his suggestions latest by 5th February 2019
Recently, Chairman, Railway Board (CRB) Vinod Kumar Yadav written a very important message on social media addressing to all junior/senior Railway Officers. If CRB’s these suggestions implemented word to word then Indian Railways image and discipline not only restored but also far better for the safe, secure and punctual operation of the trains, said so many senior officers.
As received by the ‘Rail Samachar’, CRB Vinod Kumar Yadav’s suggestions are as under-
Dear Colleagues,
I have been getting many suggestions, especially from young officers, to change the selection criteria for DRMs.
I request all the officers of Indian Railways, especially young officers who have to stay with this great organization, the Indian Railways for a long period, to give suggestions for changing selection criteria for DRMs.
Following issues need to be addressed:
1. Need for DRMs to be posted Batchwise from all services.
2. Need for continuation of a quota of posts of DRMs for various services.
3. Need for maintaining upper age limit for the posting of DRMs.
4. Need for selecting DRMs based on an assessment of the performance of officers for 10/15/20 years.
5. The success rate for empanelment as Joint Secretary to the Government of India is only 50%. As DRM posting is special assignment (not promotion) and important post for administering the most crucial unit of Railway i.e. Division, there is a need to post only those officers as DRM, who have the highest standard of integrity and management capabilities and have consistently performed well for 10/15 /20 years.
6. Need for introducing an element of the interaction of officers with an expert panel.
7. Need for introducing a 360-degree assessment of officers.
8. Need for Automatic review (one time) by another expert panel/DPC for officers, who have not been able to make it to DRM Panel.
9. empanelment of DRMs after completion of 20-22-25 years of service.
10. Once empaneled for DRM, the panel may be valid for 2-3-5 years.
A) This is informal consultation. As of now, no decision has been taken to change the criteria. The decision will be taken based on the suggestions received.
B) While each and every officer of Indian Railways is welcome to give suggestions, I am especially looking forward to suggestions from Probationary officers/JS/SS/ JAG/SG/SAG officers.
C) I request that this message may be circulated in all groups.

F) I assure you that changes in the criteria will be made only if officers want the change.

‘Really good move, it will eliminate those who not worked in openline who become DRM and harass officers due to ignorance of working.. especially accounts, personnel, stores and other officers who worked entire life in HQ’, said a senior officer.
Another senior officer said this is very true of few senior officers are misbehaving with their subordinates- BOs & HOD/PHODs. As per my opinion, any officer who can’t handle pressure and tries to pass it on to his subordinates is unfit to hold the higher post like DRM/GM, he said.
