Safety Meeting held at NCR Headquarters: GM/NCR advises special vigilance

Allahabad: On Thursday, 1st March 2018, a safety meeting was held in the Office of GM/NCR in the Vindhya Conference Hall, Chaired by GM/NCR M. C. Chauhan. Present in the meeting were all the PHODs/HODs of NCR and the DRMs of the three Divisions of NCR-Allahabad, Agra, and Jhansi, who participated via video conferencing.

The meeting began with a discussion on unusual incidents which took place in the month of February. GM/NCR advised that all such incidents should be analyzed in depth and deficiencies (if any) should be rectified under advice to all the divisions so that similar incidents in other divisions could be pre-empted and avoided.

GM advised that even though rail-fractures had declined considerably due to better maintenance and strict monitoring, yet there is no room for complacency in this sphere. He further advised that special attention should be given to packing under Switch Expansion Joints (SEJs) so as to prevent failure of the same.

GM advised that special vigilance should be exercised to ensure alertness of staff, especially running staff, in view of the festival of Holi. He also said that during the Holi week, there was a chance of increase in cases of Alarm Chain Pulling (ACP), which also has to be guarded against. It was decided in the meeting that patrolling would continue in those sections where rail-fractures had been observed (October-onwards)-even after a change of season as well as in those sections where speed restrictions had been imposed due to corrosion in rails.

It was decided that such sections would be treated as ‘Vulnerable’, and would be given special attention. CSO/NCR advised that it should be ensured that no goods trains are run with invalid BPC. GM advised that alertness of staff on stations and trains standing in loop lines at stations should be given special attention and should be specially monitored by officers &senior supervisors going on inspection.

Completing maintenance blocks in stipulated time period, reducing incidents of signal failures, reducing cases of cattle run over by pinpointing block sections where maximum cases of CRO are taking place and deploying personnel to check the same, and the elimination of Unmanned Level Crossings (UMLCs) as per the target, within the current financial year, were the other important safety related-subjects that came up for discussion.

Apart from these, GM/NCR complimented the divisions for completing the installation of 6.5MWp of solar power plants over NCR and emphasized that the remaining 3.5MWp should be completed before 15th March. He also advised that solar power should be used to give electricity to homes of railway staff in remote locations which are prone to power outages.
