NER: Change of cadre on administrative ground, isn’t possible, then how does it happen?
Without working even an hour in the parent department after change of cadre, an employee becomes a Chief Vigilance Inspector, how is it possible?
An employee Manoj Kumar Tripathi was appointed as Group ‘D’ in North Eastern Railway workshop at Gorakhpur through Act Apprentice.
He was promoted as Clerk in the Mechanical Department.
From there he joined Vigilance department NER as a Clerk.
He requested to change his category from clerical cadre of Mechanical to Stores department on administrative ground.
His request was considered out of the way/rule and his category was changed as DMS in the Stores department on administrative ground ignoring all the rules, regulations and procedure of change of the cadre.
The question is, How a request was entertained on administrative ground?
He continued in the vigilance department as clerk and his cadre changed.
He managed not to spare to join in his changed cadre/department and without working even a single day in Stores department, he was appointed as Chief Vigilance Inspector/Stores (CVI/S) ignoring the experience or the knowledge in the department.
For him rule and regulations were abused.
From 2003-04 till date, he is continuously working out of his cadre and department with the connivance of some corrupt authorities without working in his changed cadre even a single day.
Now he has been adjusted in the AGM cell without any advertisement or notification for the post.
As per reliable sources, he threatens staff of NER for extorting money in the name of higher authorities.
Thus, he is continuously working out of his original cadres for more than 17 years at a stretch violating the extant Railway Boards’ instructions.
Railway administration should take a stringent review and do the needful so that equal opportunity may be availed by other staff to work out of their cadre.
“His continuous working for 17 years out of cadre/department is not only abusing the system but also against the right of equal opportunity of other Railway staff”, said an employee working in a workshop at Gorakhpur.
They therefore requested the Railway Administration look into the matter and take strict action against him, and who has taken this out of rule and power decision for corruption and spare him to work in his parent cadre/department.
