In 40 years of service, why is the 4th MACPS not given to NG staff?

Railway Employees retired about 15 years, w.e.f. 01/01/2006 from 6th pay commission.
Workload has been increased on non gazetted (NG) staff without filling up the vacancies timely.
Not giving promotions and moreover higher grade posts surrendered was not restored.
Same to be issued orders for restoration.
Whereas, Officer’s promotions are given timely and creating posts for Gazetted cadres by killing the AVC promotion of NG staff and getting financial benefits by raising the rate of pay on providing Dynamic Assured Career Progression Scheme (DACP) for every 4 years.
But NG staff for every 10 years gets MACPS maximum 3 in life time.
Say, in a 40 years service, why 4th MACPS is not given to NG staff.
Mostly surrendered posts particularly higher grades posts to be restored and promote the staff on proforma fixation with back date arrears by treating as an administrative error.
When asked, why not this should be raised by unions and federations at the Railway Board level, an employee said, “whenever we inform them, they act like dumb and deaf to provide solution”.
