The so-called reforms remains “half-baked” as is everything else in the Railway Ministry

Whether the Railway Ministry is serious at all on its declarations as claims of reforms

“What was the intention of the Minister to refer to the posting of Rajeev Chaudhary as GM/NR in the recent VC?”

As ordered by the Cabinet all posts of Members of Railway Board are now ex-cadre and should be filled out of senior most suitable officers on the basis of inter-se  seniority and residual service.

Yet, the so-called reforms in the Railways remain “half-baked” as is everything else in the Ministry.

1. The post of DGHR was filled with an IRPS officer, even though far senior officers of other cadres are eligible and available. 

2. The post of MTRS has been filled with an IRSEE officer which is the most favoured cadre of present CRB/CEO of Railway Board.

3. The post of Member/Finance has been filled with an IRAS Officer, at least as looking after.

The only cadres that seem to have lost out in this game of “half-baked reforms” are IRSE and IRSME, who have lost out on apex grade posts.

Both cadre/department, first Engineering and second Mechanical who are responsible for ground infrastructure and rolling stock respectively, are drastically neglected and sidelined. Without them how will the Railways run?

The Railway Ministry has not even drafted the Recruitment Rules for the  restructured new ex-cadre posts of Members of Railway Board and ad hocism continues as a result.

Is the delay intentional?

With the Railway Ministry with very little work at its hands in view of non-running of passenger services, there is certainly no shortage of time to write the Recruitment Rules for much touted reforms.

Officers are despondent and are asking whether the Railway Ministry is serious at all on its declarations as claims of reforms and whether the much touted IRMS will ever be created.

What else proof is required of good management of Railways?

Though both the panels – one for Board Members and the other for GMs – were approved on the same date 02.09.2020.

Members panel was implemented on the same night.

For GMs, even so called interviews with the Minister (MR) has also been done but no posting even after about 1.5 months and more days are passing.

Whereas more than 6 vacancies of GMs are existing. “What was the intention of the minister to refer and ask the CRB/CEO about the posting of Rajeev Chaudhary as GM/NR in the recent VC? And the CEO responded immediate as he will discuss separately on this subject.

Even as Mr Chaudhary has a permanent charge of GM/NCR and looking after GM/NR. It is to be kept in mind that Mr Chaudhary is retiring on 31st December 2020, despite this the minister wants to extend an unruly favour.

In Mechanical, no Member Mechanical and out of 5 and few ex cadre posts of AMs are lying vacant.

Even two AMs working are looking after two posts each.

The posts of Vigilance and Secretary Railway Board, are not filled by AM level posts for years now.

Joint Secretary/Confidential post normally belonging to Personnel or RBSS is being manned by Electrical officers. Why are electrical officers favoured so much in this Nizam? Are they wholly capable of running railways?

Many Executive Director (EDs) posts are being worked on looking after basis.

Many Public Sector Units (PSUs) of Railways are not being operated by eligible officers.

Many Institution posts are not being manned by Director General (DGs) level posts.

What else proof is required of good management? So economical steps!

Even Safety Organisation is not having proper incumbents as also Health.
