CRB is silence on misconduct of EDV/EL even after CVC direction

Is this because of EDV/EL is fulfilling his objective to fix the Mechanical officers?

More than such 60-70% vigilance cases where officers were retired before issuance of charge-sheet due to delay in vigilance investigation pertain to R. K. Rai, Executive Director, Vigilance/Electrical (EDV/EL). This practice is somehow going on in other departments also.

Recently, two such cases came to notice of CVC. CVC directed CRB to fix the responsibility. But, since EDV/EL is his job fixer and his conduits, CRB is maintaining complete silence.

In order to ensure that vigilance cases move as per his whims and fancies, EDV/EL has developed an innovative model.

Firstly, he has made a rule that the post of AVO/Electrical shall be filled up by the officers of Northern Railway only.

Such an action on his part is gross violation of rules governing the postings against ex-cadre posts.

As per rule, post should be opened for all Zones and PUs.

However, he has done so just to ensure that person of his choice is selected who can write the report as per his wish on dotted lines.

Recently, he has ensured that his puppet the then AVO/EL, after serving in Railway Board Vigilance for 6 years, has been sent to CVC as Dy CTE for another 5 years.

Secondly, earlier all cases going to him and upward used to be routed through Director/vigilance.

Thus, he was proving hindrance in his path and he became apprehensive that the said channel of submission of files is not conducive to his discretionary and arbitrary actions.

Hence, in one masterstroke, he short-circuited Director and asked AVO/EL to put up the files to him directly, which he followed religiously.

Since AVO is the junior most level of officer and moreover selected by him as per his choice, Mr EDV/EL gets the report prepared as per his wish and file is put-up to him directly by short circuiting the Director.

Since last 6 years, he has been doing that only.

CRB is very happy with him because as his cadre biradari, EDV/EL is fulfilling his objective to fix the Mechanical officers.

ED/E/V/RB #RKRai is holding the post for about 6 yrs

Whereas @CVCIndia Guideline is 2-3 yrs max
