AIRF demands to withdraw the order forthwith for the interest of better industrial relation

NC-JCM (staff side) urged upon the Govt not to compel the Employees to intensify the agitation

The Central Government Employees and the Central Government Pensioners have been seriously shocked on the arbitrary order issued by the Govt. of India to freeze Dearness Allowance to the Central Govt. Employees and Dearness Relief to the Pensioners as due from 1st January, 2020 to 30th June, 2021 although the prices of all essential commodities have been increasing day by day unabated. 

During 2nd World War on the continuous and persistent agitation of All India Railwaymen’s Federation (AIRF), the Govt. of India formed a Committee under the Chairmanship of B. N. Rau, ICS and on the recommendation of the Committee, Dearness Allowance was first granted w.e.f. 1st April, 1941.

The demand for 100% neutralisation of the price rise was mounted by the Central Govt. Employees continuously. This leads to countrywide five day strike of Central Government Employees in the year 1960 and one day token strike of Central Govt. Employees in 1968 and this demand was included as one of the six point Charter of Demands of historic 20 days long Railwaymen’s strike across the country in May, 1974.

Ultimately 100% neutralisation has been granted on the recommendation of 4th CPC w.e.f. 1st January, 1986.

The Central Government Employees have voluntarily contributed One Day Salary to the Prime Minister’s  Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund) and also rendering relief to the local distressed persons. This order of the Govt. of India may jeopardise the tempo of voluntary relief.

The Staff Side, Standing Committee of National Council, JCM of Central Govt. Employees registered its strongest protest on the arbitrary decision of the Govt. to freeze Dearness Allowance to the Central Govt. Employees and Dearness Relief to the Central Govt. Pensioners due from 1st January, 2020 to 30th June, 2021 and demands to withdraw the order forthwith for the interest of better industrial relation.

The Staff Side, Standing Committee of National Council, JCM urged upon the Government not to compel the Central Government Employees to intensify the agitation, which may cause serious industrial unrest in the country, the responsibility of which shall squarely falls on the Government of India.
