Conduct a CBI/Vigilance enquiry regarding illegal posting of reengaged retired officers and staffs which caused heavy revenue loss to the Govt exchequer
Ministry of Railways (Railway Board) had permitted Re-engagement of retired senior scale officers (letter dated 25.10.2018). This order released only for exigencies with proper justification.
But without conducting any selection through normal route (30% LDCE or 70% LGS), re-engagement done recently in Zonal Railways, particularly in Southern Railway.
Many Zonal Railways violated the rule and guidelines issued by the Board, selected and posted retired Junior Scale Officers even though there is no justification or requirement.
Most of them claiming huge salary using Fitment Factor 2.57. Many retired junior scale officers are selected and posted according to their choice rather than requirement.
An analysis of re-engaged officers of different Divisions in Zones, specially in Southern Railway, can be done and can clearly expose the facts.
Officers who were inefficient and most corrupt, and also who were never worked while in service, are again selected and reengaged and posted as per their choice.
Railway Board letter clearly specified that it can be done only in case of exigencies and should be posted where there is no money handling is involved.
Even officers taken VRS and just before retirement also immediate selected and posted again as per their place of choice, i.e. Southern Railway and East Central Railway etc.
Now these so called consultants are misusing the power and making money from railway sources.
As per Railway Board letter only senior scale officers to be posted but many Zones violated it.
Currently no work is doing by these most of the corrupt and useless officers and staffs but enjoying salary from central government exchequer.
From the date of posting they were used for light jobs duly violation of exigencies.
Re-engement of retired employees has been discontinued.A bigger scam is running unnoticed

Crores of hard earned Railway money is draining from Government treasury in this useless way.
It is suggested to conduct a Vigilance and CBI enquiry regarding illegal posting of these retired officers which caused heavy revenue loss and strict action to be taken against those who given fake justification and choice posting.
Most of these re-engaged officers are worked only in junior level.
