Kolkata: Member Staff, Railway Board D. K. Gayen visited S. E. Railway Central Hospital, Garden Reach and held a high-level meeting to review the performance of Personnel Branch and the Medical Department of S. E. Railway on 11th June 2018. Anirban Datta, Addl. General Manager, Smt. Zarina Firdausi, Principal Chief Personnel Officer, Dr. Puranmal, Principal Chief Medical Director, J. K. Saha, Principal Chief Mechanical Engineer and other senior officers and doctors attended the high-level meeting.

Two power point presentations on the performance of Personnel Branch and on infrastructural development of Central Hospital were made to apprise the Member Staff about the progress of Personnel Department and the better clinical set up of S E Railway Referral Hospital, Garden Reach.

Member Staff, Railway Board Gayen while reviewing the performance of SER Personnel Department and the Health Care Services rendered by doctors, para-medical staff and nursing staff expressed his satisfaction. Gayen also urged upon the Personnel Branch officers to be compassionate and susceptible about the complaints of the railwaymen. Member Staff also advised doctors to share and analyze the critical cases with other senior doctors through Seminars and Continuous Medical Education (CME).

Earlier Member Staff visited Emergency Unit, Modular Operation Theatre, Special Intensive Care Unit (SICU) etc.


Protection of children coming in contact with Railway

Kolkata: Ministry of Railways in collaboration with National Commission for Protection of Child Rights (NCPCR) launched an Awareness Campaign on the protection of children who are passengers, abandoned, trafficked and separated from family coming in contact with railways. The main objective of organizing this campaign is to redress the issue of protection of such distressed children across the entire railway system and to make aware of it amongst all stakeholders, vendors, porters etc.

South Eastern Railway, as a part of this Awareness Campaign, has already implemented Standard Operating Procedure (SOP) and started functioning Child Help Desk at its four railway stations viz. Kharagpur, Ranchi, Tatanagar, and Rourkela. Meanwhile, S E Railway has already rescued 296 destitute children (boys and girls) from its four divisions i.e. Kharagpur, Adra, Chakradharpur, and Ranchi. Out of them, 59 children were handed over to their parents and 27 children were handed over to the Child Welfare Centre while 10 children were handed over to the Govt. Railway Police and Local Police Stations.

The railway is one of the most transit points for the traffickers who send children to the different cities for the purpose of slavery and exploitation of children. To prevent such misdeeds, Ministry of Railway has already implemented Standard Operating Procedure (SOP) for railways and opened Child Help Desk at 88 stations. Apart from this, Child Help Desk will also be set up at 174 more stations across the entire railway network in the country for providing care and rehabilitation to the distressed children coming to contact with railways.  By the end of this year, the number of stations having Child Help Desk will be increased substantially. RPF personnel, GRP and other commercial groups who are at the stations round the clock are keeping a constant vigil for child trafficking as a part of Awareness Campaign on the protection of children in contact with railways.


SER stress on safety precautions during monsoon

Kolkata: South Eastern Railway has taken precautionary steps before the onset of monsoon to ensure the safety of running trains, disruption-free services and also to minimize the effects of heavy rainfall during forthcoming months.

All the divisions have taken necessary precautionary measures to avoid any incident during monsoon and flood situation near railway track for the safety of passengers and smooth train operation.

The catch water drains and side drains have been cleared of silt, vegetation, and other obstructions to ensure the free flow of rain water. The waterways of bridges have been cleared of vegetation and other obstructions.

Full Supply Level (FSL) in the case of canals and Danger Level (DL) in case of bridges have been painted with a bright red band across each pier adjacent to the abutment so as to be clearly visible to the patrolmen, stationery watchmen, and drivers.

Arrangements have been made not to allow water to remain stagnant on the tracks, in station yards, the cross drains, and longitudinal drains.

Patrolling of railway track has been planned especially during monsoon. Stationary patrolmen and watchmen have been deployed at vulnerable locations. Mobile patrolmen have been deployed at vulnerable points.

Instructions have been issued that whenever there is heavy rain, the sectional Gang-man will organize patrolling of track on their own in their beat to make sure that the track is safe for passage of trains and ensure protection at all locations where wash out or slips are likely to occur. Arrangements have been made to stock sufficient quantities of monsoon reserve materials like boulders, sand, cinder, quarry dust, ballast at identified locations. The engineering relief vans and their equipment are in readiness in strategic stations.

All the loco sheds have been instructed to procure sand prior to monsoon to keep the sander of the locos full to eliminate stalling of trains during drizzling in gradient section.

SER is also in constant touch with the Meteorological Department and on getting adverse weather reports convey the message to the concerned division to mobilize the men and materials to meet the situation.
