Could Rly. Admin ban allotting Railway officers’ rest house to GRP officials?

If this is the treatment a high ranking officer gives to a Civil Servant, how the system would be treating a normal person?

SONEPUR: My name is Rahul Kumar Rai and I am an IRAS officer posted as ADFM Sonepur. I have been residing in Railway officer’s resthouse for some time. As we all know Sonepur fair has just begun and so have higher officials from state administration started to visit the place. One of the officials, SP/GRP, was supposed to come and visit the place and he was supposed to accommodate one of the suites in our resthouse.

Today, in the morning one of the GRP inspectors visited the suite so as to ensure that the suite has been properly cleaned. I was in my room, and suddenly i heard someone shouting and abusing. I went out to see that, it was the inspector who was shouting at the janitor and within a fraction of a minute he slapped the janitor who is a group D employee with the railways. Somehow the issue cooled down.

In the afternoon, I thought that I should bring the matter before the SP. I sent my visiting card to the SP so as to ask for his leave. He kept me waiting for another 15-20 minutes after which he came out. He nonchalantly called out, “kaun baat karna chahta hai”. I approached him and told him the entire issue. The victim was also present there. After listening to almost three quarters of the matter, he got furious at me and started shouting at me. He shouted,” kaun ho tum? kya baat hai? Maarega nahi to kya karega? room abhi bhi smell kar raha hai. SP ko kya aise rakha jaata hai?

I politely said ,”sir room ganda hai to kya inspector kisi ko maar dega?”

He started shouting, “tum kaise baat kar rahe ho. Tumko pata hai tum kisse baat kar rahe ho. Ek SP se aise baat karoge tum? Bhaago yahaan se. Jo karna hai kar lo. Jisko complain karna hai kar lo.” Almost 10 to 15 people were present there, the majority from GRP.

If this is the treatment a high ranking officer gives to a Civil Servant, I shiver to imagine how the system would be treating a normal person. The sense of empathy and the spirit of Camaraderie seems to have completely vanished in the thin air.

I was just trying to give some voice to a helpless staff and this is what I get. I know, it’s not the whole system to be blamed but it’s also a bitter truth that a man with no power is helpless.

Just want a word of advice as to what I can do and what I should do?
