Contractor demanded CBI enquiry to expose the corruption in NR Construction Organisation

The corrupt nexus wisely planned and played a game to hide the scam by not conducting required investigation of three Sections – Dobh, Rohtak-Meham, Meham-Hansi of Rohtak-Meham-Hansi New BG Railway Line and there is a collusion of corruption between all of the corrupt officials of Northern Railway Construction Organisation

A well written complaint made by Vikram Singh, a contractor, against Ajit Singh, CE/C/NC, Kashmere Gate, New Delhi and Mona Shrivastava earlier posted as DyCE/C, Tilak Bridge, New Delhi & nexus, and Northern Railway’s Vigilance Department demanded for enquiry, investigation & registration of Criminal Case by CBI against above Verification of Collusion between above officers and “identification of middleman” in this corruption scene by way of reconciliation of their mobile and landline phones call logs including Mona Shrivastava & Ajit Singh, and of all Tilak Bridge and Northern Railway Vigilance Employees etc.

Vikram Singh had filed many complaints to the PMO, CVC, CBI and Railway Vigilance against Ajit Singh, CE/C/NC & Mona Shrivastava and their nexus, and some of the officers and employees of the Northern Railway Vigilance Department with allegation that there is a collusion of corruption between all of the corrupt officials of Northern Railway Construction Organisation, but no any action has been taken yet by the any competent authority.

Contractor Vikram Singh says, “their nexus wisely planned and played a game to hide the scam by not conducting required investigation of all 3 Sections (Dobh, Rohtak-Meham, Meham-Hansi) of Rohtak-Meham-Hansi New BG Railway Line”.

The Northern Railway Vigilance conducted random checking during October 2019 of the project of “Embankment/cutting, Bridges, Platforms, Structures, Buildings, Yards and other allied works on Design-Build Lump Sum Basis for Rohtak-Meham Section of Rohtak-Meham-Hansi new BG line” executed under DyCE/C Mona Shrivatava and CE/C/NC Ajit Singh.

The Office of Dy. Chief Engineer/Construction/TKJ, Tilak Bridge, New Delhi vide Memo No. 427-Acs/Dy.CE/C/TKJ/ROK-Meham-Hansi dated 18.06.2020 intimated the Interim Vigilance Checking Report to respective contractor with subject as “Poor/deficient quality of works found during Vigilance check, dated 25.09.2019”.

Somewhat like that-

I. PRECAST RCC PANEL AS FENCING AT PLATFORMS OF STATIONS: The cement content was reportedly found 261 Kg/m3 against minimum required quantity of 375 Kg/m3 OR (261-375)/375 % = (-)30.40% less cement was used.

II. RCC WORK AT BRIDGE NO. 146-A AT KM 36.174: CC cores were reported as compressive strength comes to 26.70 Mpa against minimum required 29.75 Mpa.

III. RCC WORK OF PATHWAY AT MEHAM STATION: CC cores from Road/Pathway at Meham Railway station at Km 36/5-6 were reported as compressive strength comes to 23.53 Mpa against minimum required 34.00 Mpa.

IV. Weight of the PVC water storage tank was measured at staff quarters of Meham station near at kilometre 36. The average weight of 500 litre capacity has come as 9.170 kg and of 1000 litre capacity as 21.00 kg. As such these tanks have been found under weight as per IS:1270 and NR USSOR.

Mona Shrivastava and Ajit Singh nexus working style (as explained) got exposed or affirmed from the sample reports by vigilance, which was published in leading newspapers, continuous practice of executing works with nearly 30% less cement and cement concrete structures of less compressive strength and underweight PVC tanks.

The tests conducted by Vigilance also failed and results were alarming and beyond imagination like 30% less cement.

The present DyCE/C instructed the contractor for retesting for above serial no. I, II & III and removal of PVC storage tank from site for serial no. IV. The nexus planned retesting of failed samples to get desired results or just to avoid expose of huge scam and finally wants to close the complaint.

The main issue is that if Financial extent of the scam is derived out by applying a percentage of failed over-passed samples on the whole project of Rohtak-Meham-Hansi New Railway Line, it amounts to 100s Crores of Rupees recovery from officers. But the nexus managed to hide the scam with due collusion of the Northern Railway Vigilance organisation.

विक्रम सिंह का कहना है कि “मेरी शिकायत यह है कि रोहतक-महम-हांसी रेलवे लाइन में अधिकारियों द्वारा रेलवे बोर्ड या संबंधित कोड की गाइडलाइंस के हिसाब से सारे जरूरी टेस्ट साइट पर वास्तव में नहीं किए गए, यानि दफ्तर में बैठकर बनाई गई फर्जी टेस्ट रिपोर्ट के आधार पर बिलों का पेमेंट किया गया है। मेरे पास इस आरोप के पुख्ता सबूत मौजूद हैं, जिन्हें लेकर उन्हें प्रस्तुत होने के लिए जब भी जहां भी कहा जाएगा, वह वहां उपस्थित हो जाएंगे।”

He again reiterates that whatever Quality & Quantity compromises were proposed to him by Ajit Singh and Mona Shrivastava are not just a statement but a hard fact backed by site verifiable evidence.

The testing will reveal everything and government exchequer will be benefited by multi-crore of rupees.

He says that he has the ability to prove the scam or wrongdoings by members of this nexus if given the opportunity. It will be the 8th wonder of the world if said nexus managed to create a legal proposal when no quality testing and quantity measurement will be needed and wrongdoings clean chit the to the defaulters be issued on mere statements not on facts.

But he has great expectation to current leadership of the country that no any corrupt person like Ajit Singh and Mona Shrivastava will be left unpunished and nothing as mentioned in earlier sentences will happen.

The burden to prove Ajit Singh & Mona Shrivastava as alleged lies with him, but adoption of the requested procedure is needed for that. Without that, the nexus is honest and he defamed their image; or they are as honest as every corrupt and thief is honest if he managed to avoid justified investigation.

He request verification of Collusion between Ajit Singh and Mona Shrivastava, and their nexus and Northern Railway Vigilance Department and “identification of middleman” in this corruption scene by way of reconciliation of their regular/other mobiles and landlines phone call logs and Northern Railway Vigilance Employees etc.

The said verification will identify the Middleman who financially and situationally managed the hiding of scam.

He says that the call log verification will not be sufficient but complete, detailed and minute testing including gradation, density of earthwork, subgrade and blanketing material etc, cement and steel quantity, compressive strength etc of complete defaulted project of Rohtak-Meham-Hansi New Railway Line under Camera Surveillance by CBI will certainly expose the above nexus’s real face when most of the samples will fail and extent of scam will be of multi-Crores of Rupees.

Moreover, the nexus has financial power to the tune of 100’s of Crores of Rupees, so ordinary and low level investigation will not suffice to catch the ultra-corrupts, so that Vikram Singh demanded full electronically monitored investigation under joint team of Judiciary, Finance and CBI to expose the self-declared honest member of this nexus.
