Collusion amongst CPM/RVNL and AGM/WCR

CPM wants to lay a new track right over the route of existing cables, which is against the established standards.
So that the SrDSTE and PCSTE are obviously against it. They want first cables to be diverted and then laid down the track.
This CPM approaches AGM (incidentally who is also from S&T cadre) seeking decision in favour of CPM or it can be said in favour of RVNL else S&T will become beyond control and create nuisance at all the place and working will become very difficult.
The S&T department (SrDSTE and PCSTE) still object to this non standard working but AGM influences GM and gets objections of the S&T department overruled.

AGM is actually working as a de facto PCSTE and hijacked the role of PCSTE.
He doesn’t even respect senior and competent S&T officers like CSE and CSTE/Project.
Now it will be very interesting to see that Member (Infrastructure), Railway Board who himself is from the S&T department and also in charge of RVNL, takes the side of established norms or his righteous S&T officers or arrogant and abusive CPM and AGM.
Utility shifting (all existing gears which infringe new line) is a regular practice in all doubling, tripling DFC projects.
But this CPM didn’t plan cable shifting timely and now this failure on his part may delay the project commissioning by another 15 days, so he decides to bully Division and Zone with the support of AGM.
The reason behind the unholy nexus between CPM and RVNL needs to be investigated.
CPM and AGM like him who are arm twisting the Division and Zonal officers should be transferred at once.
