Payment of TA to the RPF staff by taking advantage of the attachment is against the transfer policy in the the period of corona crisis

The transfer policy (Directive-32) for the constables to Inspectors of RPF was amended recently by DG/RPF Arun Kumar in view of the welfare of the RPF personnels, that the RPF personnels posted in the same district for 10 years continuously or for a total of 15 years in the same district.

The transfers to the other districts should be done and this happened, but in the intention of working with the honesty of DG/RPF, the work is being done by those babus who have been living in the same district for many years.

The RPF personnels were transferred and after some time they were attached to the same place or the same Zonal/Divisional offices including Railway Board for a long time by verbal orders, even after being told that they are experts of some work, even they are being paid traveling allowance of lakhs of rupees.

While the Corona epidemic in the country is currently requiring personnel for train escorting and other arrangements at their stations, these types of attachments are on many trains, whenever they are strictly enforced from the Railway Board and then re-attached after some time.

If DG/RPF wants to follow the policy made by him properly and honestly, then he is a competent authority to take action. It is believed that DG/RPF is fully against attachment in compliance with the transfer policy.

He has also been told in security conventions that the rules cannot be changed for the benefit of any one, but it has to be seen how rational these rules are on the ground?
