Why the SrDCM did not lodge FIR when files were found to be missing

Mumbai: An RTI reply received from the office of SrDCM, Mumbai Division, Central Railway, CSMT reveals massive scam in contract allotted to advertisement agencies as many have defaulted on payments of license fees.

Also, files of some advertisement agencies who have defaulted have gone missing from the office of the SrDCM Mumbai division.

Raising suspicion that whether it was a deliberate act on the part of some officials of SrDCM office to make the file missing to protect some contractors of an advertising agency who defaulted on payments and why the Sr DCM Mumbai division Narendra Panwar did not lodge FIR when files were found to be missing.

The government exchequer has suffered a loss of Rs 1,93,24,918 = 61,09,047 File Missing + Rs 1,32,15,871. Matter under Arbitration for the last 6-7 years.

It is the duty of the SrDCM Mumbai division to recover these license fees when a contract is in operation and not wait till contact expires for recovery of license fees.

The pertinent question is now who will pay this outstanding amount of Rs 1,93,24,918 which is due to the Railways, said former railway employee and RTI activist Ajay Bose.

He also said that I have lodged a complaint to CVC, DIG CBI Mumbai, and other officials to take serious action in this matter.


SrDCM to date from the day of theft has not visited LTT Booking office!

Mumbai: All officers and employees of Mumbai Division, Central Railway are must be aware of the theft of Rs 44 lakh at Lokmanya Tilak Terminus (LTT) booking office, now the Kurla GRP has solved the case with the arrest of 4 Railway staff and recovery of 29.8 Lakh as reported in Press.

Four thief booking clerks of LTT ticket booking office are sitting under the custody of Kurla GRP.

But this theft which took place at LTT station could have been easily avoided if timely action was taken by concerned authorities in particular by SrDCM Narendra Panwar, but he has no time to address all these issues except to give charge sheet to innocent commercial staff and remove them with a vindictive attitude.

  1. Why was Samir Tarabodkar given sensitive cash duty on that day through 3 days prior to this Vigilance conducted check on him and Rs 1380 excess found in Railway cash,  why did SrDCM being his disciplinary authority not suspend him, if he would have been suspended he would have not been on duty on the day the theft took place and some responsible person would have been on duty who would have not allowed Kumar Pillai to enter cash room.
  2. Everyday Samir Tarabodkar uses to drink on duty and abscond from ticket booking counters for 2 hours, SrDCM and Station Director LTT having full knowledge but never took action against him which ultimately resulted in this theft.
  3. Kingpin of this theft Kumar Pillai his past record that everyone knows, he committed theft at Nerul and Guru Teg Bahadur Nagar while working there but still was posted at LTT booking office by SrDCM, why did SrDCM did not do background check before posting him at LTT, this emboldened Kumar Pillai and he struck at the right time finding an alcoholic Samir Tarabodkar on duty as cashier on that fateful day.
  4. Most important, SrDCM till date from the day of theft has not visited LTT Booking office where the theft took place, he sent his subordinates at LTT, he did not find theft of 44 lakh to be that important and brushed it as a minor incident and was seated all along in his cozy AC cabin, he should have lead from the front, you may know that all senior officers of RPF and GRP including SrDSC and GRP commissioner visited LTT Booking office who are much higher than him, and the interesting part is LTT booking office directly comes under SrDCM Mumbai division but till date he has not come to inspect what more can be done to avoid such incidents in future.
  5. Last but not the least had it not been because of efforts of media this theft would have been buried by SrDCM, someone informed the media about this theft and this came to the knowledge of Railway Minister, Railway Ministry, General Manager, Central Railway and others after this information the CBS LTT was asked to register FIR with Kurla GRP at around 12 in afternoon almost 9 hours after the theft, this gave Kumar Pillai ample time to hide the money though SrDCM through Commercial Control was having knowledge about this theft since 4 am in the morning but he didn’t do anything except to bury this theft friend.
  6. Appropriate action must be taken by railway administration against the real culprits i.e. SrDCM and Station Director LTT for their lapses.

Poor parcel labor brutally assaulted by on-duty parcel staff

Mumbai: What the hell is going on at LTT station, Mumbai division, Central Railway again it is in news for all the wrong reasons, a poor labor from UP who came to make a living and working as labourer for National Parcel Service at LTT station parcel office brutally assaulted by on-duty parcel staff Surendra Unhwane on platform 2/3 at around 23:30 hours to 00:15 hrs on 28th September 2019 when he went to load parcels on luggage compartment of 12879 Dn Bhubaneswar Express, the assault was so brutal that he was unable to hear and in morning went to Rajawadi Hospital (Medical Papers enclosed).

Though the matter has been reported to SrDCM Narendra Panwar he’s not taking any action because of his closeness to J V Deshpande exCPS LTT, who around 13 hours came to LTT station leaving his duty from Mulund and threatened the parcel laborers and agents not to logged complaint otherwise they will have to face dire consequences.

All the incident is under CCTV but no action was taken against the railway staff and poor labor from UP has been threatened to leave Mumbai.

Railway administration must take action against the railway staff concerned and give justice to the poor laborer.


Central Railway Administration not taken any lessons from the major fire incident

Railway Employees must think before going for treatment in Byculla Railway Hospital

Mumbai: Railway Employees and their relatives think before getting admitted for treatment in Central Railways’ Zonal Railway Hospital Byculla, Mumbai as it does not have the mandatory fire NOC issued by Fire Department of BMC as No Fire Fighting System exists in this Hospital which is full of patients.

In case of Fire until Fire Brigade arrives it will be loss of precious time which can lead to so many casualties, also No Fire Audit of the Hospital conducted after May 2012, also no one trained to handle fire in case of emergency, fire audit conducted in 2012 reveals a lot of irregularities like fire extinguishers kept in some wards but not filled, electric cable not sealed, sand buckets not kept in prominent places, escape signs not provided, no fire alarm system likewise there are many parameters which have been not complied with.

The Question has the Central Railway Administration not taken any lessons from a major fire at Army Hospital, Kolkata were 89 lives were lost or recently the Surat coaching class fire was around 50 students lost their lives, is the Railway administration waiting for another incident before it acts, the above information is obtained through RTI.
