Deliberate attempt to malign the image of officers and cover up the misdeeds of URMU

B. C. Sharma has used unparliamentary language and threatened with dire consequences to SrDCM/FZR if he implements the transfer of Smt. Soma Devi

NEW DELHI: In response to a press statement released by S. N. Malik, Press Secretary, NFIR dated 13.10.2018, Northern Railway Officers’ Association (NROA) is stated in a counter press statement that Smt. Soma Devi was transferred from Jalandhar City to Phagwara in March 2012 as Head Booking Clerk on her own request. When her periodical transfer was due in March’2016, she became an office bearer of URMU so that she could not be transferred out of Phagwara during periodical transfer she made a request in writing to work in Goods office at Phagwara on 04.02.2017.

It is stated that on her own written request, she was posted at Phagwara in Goods office as Head Goods Clerk in March 2017 but URMU intervened and hindered the implementation of her transfer in Goods Office and she continued to work in the Booking Office for the past more than eight years due to the unwarranted intervention of URMU. Moreover, Sh Hari Mohan posted as Sr.DCM/FZR only four months back on 18.06.2018 and such transfer order was not made during his tenure.

In his press statement, NROA said, one day before the PNM meeting of URMU in the Divisional office held on 04.10.18 and 05.10.18 B. C. Sharma, GS/URMU, came to Sr.DCM/FZR chamber and used unparliamentary language and threatened him with dire consequences if he implements the transfer of Smt. Soma Devi but he assured him she will be asked to work in Goods office only in case of emergency. Given the rude behaviour of B. C. Sharma, he decided to be cautious while talking to him. So, he decided to record his call. When he called him up at around 21:30 hrs. on 10.10.18, he immediately put his mobile on recording mode.

On 10.10.2018 a Goods Rake was placed for loading at Phagwara. Normally, a staff from the nearby Station Jalandhar City or Suchipind is called to work at Goods office Phagwara during such situations but on the 10.10.2018 when no employee from nearby stations was available due to leave, Smt. Soma Devi was asked by Commercial Inspector to work in the Goods office for the time being with the help of SS/Phagwara as it was an emergency situation. So far as working during the night is concerned, the documents related to loading were got prepared at Firozpur Cantt. in the system to ensure her early completion of duty and she left Goods office at around 19:30 hrs. approximately.

Hence, it is quite clear that it was only bonafide intention of Railway Administration to get the official work done and it was not to harass any employee and it was not to implement her transfer orders. Smt. Soma Devi was asked to work in Goods office only for that particular day on 10.10.2018 due to emergency situation caused by leaves from the goods staff at the adjoining stations.

In regard to Hari Mohan’s transfer order he never ever requested for his posting at Firozpur Division. He joined as AOM in Firozpur Division and worked from  Oct’13 to Feb’16, and as  DOM in Ambala from Feb’16 to June’17, in Srinagar as Chief Area Manager from June’17 to June’18 and was recently transferred to Divisional office Firozpur as Sr.DCM in June’18. His tenure as Sr.DCM/FZR is merely approximately four months and hence, the allegation levelled against his posting in the same Division for the past ten years is highly baseless, unfounded and illogical. But on the contrary to this, Office bearers of URMU over Firozpur Division are occupying the posts on the same stations continuously for more than 10 Years and due to the unwarranted intervention of URMU periodical transfers as per guidelines of Headquarters could not have been implemented for past many years.

It has been alleged that officials of the Firozpur Division have created an ugly situation at Jammu during night time when they were found drunk and travelling public has to agitate. In this regard, it is pertinent to mention that no such ugly situation has ever occurred. This is a deliberate attempt to malign the image of officers of Firozpur Division and to cover up the misdeeds of URMU.

In view of the above, it is stated that this is not the case of harassment to lady employee but a case of ‘Goondagardi’ of URMU with officers of Firozpur Division. Moreover, nowadays lady staff are working during the night as ticket checking staff, guards, control office etc. and also in other departments of railway and other ministries.

Hence, the life-threatening comments like “main tujhe jeene nahi dunga” (I will not let you live) made by B. C. Sharma is a real threat to his life. Further, Sharma said that ‘Sr.DCM will be transferred to NF Railway, his funeral procession will be seen’ etc. which are highly uncalled for and deserved to be condemned in strongest terms and in this regard audio clip is an ample proof to corroborate the indecency, malafide intention shown by B. C. Sharma.
